The aid granted to SME through various forms, represents an important part of the public resources allocated to the regional development.


Considering the remarkable amount of resources involved, it is in the interest of each Public Authority to outline the situation regarding the exact amount of the aid granted and, at the same time, to know which is the impact on the area of the regional subsidy policy.


Furthermore the present economic crisis calls for evaluation of contingent policies to be implemented in 2009/2010 by Local Authorities to support SMEs sector.


OSAIS affects basically two aspects:


1) analysis of the macroeconomic impact of the regional subsidy policy in terms of effectiveness.


2) analysis of the impact in terms of efficiency, trying to identify among the different financial tools (grants, interest rate rebates, guarantees, capital injections, accelerated depreciation allowances etc.) the most effective practice (i.e. the best practices).


Both aspects will be taken into consideration to evaluate a) long term (structural) policy and, also, b) short period (contingent) policy to face the current economic crisis.


The overall objective of the project is to improve the effectiveness and efficiency of development policies, in the field of economic modernisation and increased competitiveness of the SME of partners by identifying exchanging, sharing good practices and knowledge in the financial assistance to SME through state aid.




Each partner will be involved in the activity of identification of good practices. This activity of identification will be carried out through:


a) participation in joint thematic seminars among partners.



b) Implementing and networking regional/local Data-Base.


These DB will collect among other: relevant statistical data on the financial entity of state aid in each region/ Municipality providing also the total amount of the investments boosted by the aid; distribution of the aid in fields of economic activities (Environment, R&D, Transport etc.).


The data and knowledge that will have been collected this way, have to be processed by the partners through a Survey with an help from subjects of the highest excellence and scientific level such as Universities, Academic bodies , involving competent stakeholders.


The Survey will examine also how well an aid-receiving SME performs, both in absolute terms and relative to its competitors. Moreover in some cases, the Survey will analyze the performance of the aid-receiving company in the post-aid award period will be explored in greater detail.


The analysis and benchmarking among policies will enable the partners to draw taxonomy of the subsidy policies pinpointing the strength and weaknesses points. In particular, the tools used in each region to implement subsidy policies will be identify: grants, interest rate rebates, guarantees, capital injections, accelerated depreciation allowances, etc.


After having identified, described, documented, analyzed and benchmarked good practices at a regional/ Municipality level, ( picking up one (or even more) case studies for each involved Partner), the Project will provide the exchange of these good practices among partners.


The activity will be carried out through 3 tools:


1) Organization of staff exchange which allows each partner to "take with hands" the work practices of the partners


2) organization of some Study Visits during which the partners will have the possibility to deepen in the field of Case Studies                                                                                                                                              


3) organization of a Joint Interregional Training session for the regional staff in which the good practices will be object of appropriate lectures and lessons.


Each partner will be also involved in the activities of Communication and dissemination (WEB site, meetings, press conference, press releases, dissemination events, Guide publication, etc.)




1)Evaluation and benchmarking of the impact in terms of efficiency and effectiveness of the relevant policies in the domain of State Aid.


2) Identification of the best practices.


3) Exchange of good practices among partners (by means of training seminar, study visits, staff exchanges).


4) Development of new legislative approach to policies subsidy (draft bills will be realized and presented to the legislatives assemblies).


5) Diffusion of the best practices and of project results at European level.
